Generally the answer is no, but there is a certain area of Bowland which is sometimes open for wild campers. There is a public group on Facebook where information can be obtained, although at the moment the site is closed do to Covid-19.
There is also a spot available just outside the Forest of Bowland, with excellent views of Pendle Hill. Details below.
